At the end of April 2026, the Timișoara Penitentiary hosted the second working meeting dedicated to the development of the future Reintegration Center – “Social Services HUB”, an initiative aligned with the objectives of the National Strategy for Reducing Recidivism, aiming to build an integrated and sustainable support system for adults returning to the community after detention.

Project developed in partnership with CEB – Council of Europe Development Bank, KPMG Serbia and Administrația Națională a Penitenciarelor.

The event brought together members of the Consultative Council, specialists in the social field, probation and employment, as well as representatives of public institutions, local administration, and non-governmental organizations. During this second session, the following were presented and analyzed:

  • Analysis of social reintegration services for adults in prison and those released from Timișoara Penitentiary, for the period 2023–2025
  • Development scenarios for the future Reintegration Center in Timișoara
  • Feasibility study – benchmarking component

The discussions continued with:

  • Identifying the real needs of adults released from detention in Timiș County
  • Analysis of existing and necessary services, as well as the role of the future HUB
  • Shaping an integrated service model – from vocational training and counseling to employment support and access to temporary housing
  • Implementation and governance models
  • Project risks and opportunities
